OAK CREEK HOMEOWNERS ASSOCIATION MEETING MINUTES

October 11, 2021

 

 

 

7:03 p. m. – called to order

 

In Attendance:

The minutes of the September Board Meeting were approved.

 

Finance:  $34,439 in checking, $107,698 in reserves and planed projects. 23K in accounts receivable remaining in 2021.

 

Grounds: Landscaping is almost done for the year. Aberdeen has done an exceptional job this year.

 

Pond: Board approved (prior to the meeting [ed 11/15])  phase 2: Increase Pond by 30%, grade, seed/strew cover surface and add black top soil if contactor has some from other jobs. Culvert, coble stone and water tarp to prevent run off. All work will done by winter, weather permitting. The Phase #2 cost is 8K.  Cost of t phase #1 was $20K.

 

At the meeting there was a great deal of discussion on whether the pond could hold

water long term.  Based on the fact the when we cleared the pond, we found a drainpipe at the level of the bottom of the pond (the pond had filled with silt runoff over time to the level of the drainpipe) and after digging a test hole 7 months ago, we decided to dig out the pond.

It has since consistently held water in a dry year. The board is going with the assumption that it will hold water after these test. The water level will be monitored going forward. Droughts are a part of nature’s cycles and the water level is expected to fluctuate. We have dug under the current water line to balance this out.

 

The other part of the discussion is what the next steps will be.  While the pond committee

has generated some idea (with cost estimates) they have not made any recommendations to the board at this time. Phase #3 will began in early spring when we have move information gained from the completion of phase 2. Each phase so far has been based on what we learned from the previous phase. Once the committee makes a recommendation to the board, the Board will decide the next steps. 

 

Side note: A survey was done a few years ago about what areas of improvement (projects) the homeowners wanted to see improved and thought the board should work on. 

 

They were in order:

1)      *Path

2)      *Playground / Basketball court

3)      *Clubhouse upgrade (Windows and HVAC)

4)      Pond

5)      Tennis courts                                                                        

 *The first three have already been completed                              

 

 Path: Cleanup/ remove dead trees after leaves fall. Free Firewood.

 

Pool: no report

 

ARC: No report

 

Social: The board has decided to recommend the use of a “Pumpkin Balloons” for the homeowner to invite trick or treaters to their door. Hours will be 3:30 to 6:00 pm. Look for a flier with the balloon coming soon with all the details.

 

Legal: Signed contract with Attorney to represent the Homeowners.

Will start working on getting deed to lot #7

January election of new board members:

At the January meeting we will be electing two board members:

the seats held by Linda Grahovec and Ray Mertens.

Ray Mertens does not plan on running for a new two-year term.

At the least we will need someone to fill his position.
