January 14, 2019  Oak Creek HOA Annual and Board Meeting Minutes

 

 All board members present: Ted Ergo, Ellen Larson, Eric Paetzel, Linda Grahovec and Tom Hytry.

 

The following homeowners were also present:  Dorothy Jarman, Nabil Fayoumi, Kim & John Baer, Jean Paetzel, Doug & Judy Palmer, Dave Hanck, George Booras, Jeanne Brommer, Gene Dunne, Jim Lee, Carole Crum and Sandy Worzala.  Also present was Carol Smith from Avenue 1000.

 

Annual Meeting:

 

The three positions up for election were filled by the current board members  holding those positions.

There were no new volunteers wishing to fill the positions.

 

Monthly assessment will remain the same as last year.

 

Monthly Board Meeting:

 

The minutes of the December Board meeting were approved. 

 

Ted Ergo reported on the accident that destroyed one of the monuments at the Winding Creek entrance. A claim has been filed with the driver's insurance company. A discussion ensued concerning replacement of the monument, with consideration of the possibility that all or part of the monument easement area may be taken by Rte. 71 widening in the future.

 

George Booras asked if the exposed electrical wiring at the monument was "live". Ted Ergo said he would look into it.

 

It was noted that IDOT had removed the dead tree at the Winding Creek entrance.

 

Grounds:  Ed and Kevin Grahovec removed the tree that was down on the walking path.  Need to look at cleaning out “garbage” and downed trees in the woods. Jeff and Beth Johnson donated two benches. Need to develop guidelines for donated items.

Gene Dunne stated he will spray the walking path for weeds when the temperature allows. 

 We will tell Semper Fi not to turn their mowing equipment at the edge of the path.

 

It was noted that some residents are not picking up after their dogs on the path.

Volunteers needed for the grounds committee as the only person on it is the board representative.

Clubhouse: Funds are being put aside in the 2019 budget to replace the carpet in 2020.

Linda Grahovec reported that there is presently no Chair for this Committee.

 

Judy Palmer noted that we are out of spare keys and we need to create a list of everyone who has a clubhouse key

ARC: Linda Grahovec reported that a third (non Board member) committee member is needed. There is no pending activity requiring the Committee's review.

Social Committee: Holiday Party: 22 people attended and had a good time.

Opening pool party, Oktoberfest, and Holiday party are in planning for this year.

 

The Committee's goal is to increase neighbors' participation.

 

Welcome Committee: No report.

 

Finance: 49K in checking. 54K in reserves.   A question was asked about a 13k item in the clubhouse expenses for 2018.   Eric will provide details at the next meeting.

The 2019 budget for the association was approved.  It’s the same as the draft budget which is on the minute’s page of the Oak Creek web site under December 2018 minutes.

Also: A discussion ensued concerning the best financial instrument to hold the reserves, with a decision to be made at the February meeting.

 

Dog: A concern was raised about a resident’s dog.  Both about its barking and the placement for its kennel.  Ted has volunteered to talk to the homeowner.

 

Lot 7: Ellen Larson reported that we are still pursuing the Lot 7 issue and she will compose a draft letter to Property Concepts requesting that they transfer the lot to the HOA and submit the draft to the Board for its approval.

General: Linda Grahovec noted that without sufficient volunteers for the various Committees, it will be necessary to hire a property management company to perform the many vital functions that the Committees now handle. This would undoubtedly require an increase in the assessments.

Executive Session: The Board recessed to meet in Executive Session to discuss assessment delinquencies. The Board reconvened the general Board meeting and directed Carol Smith to send a letter to a homeowner with past due assessments who confirmed a letter was sent in December. In addition, two board members will talk to the resident and suggest that they either do automatic payments or pay in advance.

Next  Association Board meeting is scheduled for Monday, February 11, 2019 7:00 p.m.
